CALL FOR CONTRIBUTORS: "Military Justice in Russia and the CIS"

Pipss.org is a new electronic journal of social sciences devoted to the armed forces and power institutions of post-Soviet societies. Pipss.org is a multi-disciplinary journal, which addresses issues across a broad field of
disciplines including sociology, anthropology, political science, psychology, economics, history, legal science. Its main objective is to study changes and their underlying mechanisms in post-Soviet republics, through the analysis of the institutions that remain most hidden from the public eye: armies and power institutions. As an electronic journal, pipss.org also aims to promote scholarly debate across as broad an audience as possible, and make CIS research available to Western scholars. Thanks to its international scientific board drawn from a large pool of leading academics and experts in their respective

EIGHTH ISSUE : "Military Justice in Russia and the CIS"

In Russia, as in the ex-USSR in general, judiciary reform has concerned itself very little with the subject of military justice, a domain at the crossroads of several disciplines: military history, political history, the history of
criminality and of criminal justice. Yet whereas these branches have expanded in recent years, military justice has not been sufficiently dealt with, in particular by the social sciences.

The reform of military justice is of major importance in the creation of a state under the rule of law: an independent and impartial judiciary system operating
without outside interference or pressure is vital for a democratic state.

The aim of this issue is therefore to assess the mutations taking place in this domain in Russia and in other CIS republics. The first step in the assessment of systems of military justice in Russia and the CIS is a study of the components of these systems - the laws that define
and prohibit certain behaviours and criminal procedures, the institutions and authorities responsible for enforcing the law. At the same time, we must assess the crimes that are judged and the changes in the structure of criminality. The principles according to which people are judged depend on several variables: national judicial traditions and the social role of the army in particular. This is why the approach of social sciences is central.

A glance at western experience is equally essential to an assessment of the post-soviet military justice system. Thus from the viewpoint of comparative law, we are also interested in studies related to countries such as Brazil, the
United States, Israel and French Algeria.

New Listserve Available
Research Network for Northern Scholars

A new independent listserve is being created to facilitate the exchange of information among graduate students conducting research on the circumpolar North in the social sciences and humanities. The listserve will provide the means for building professional relationships, communicating funding and conference news, sharing resources, and facilitating dialogue on the unique challenges of northern research among young scholars. Participation by researchers in all fields of the
humanities and social sciences is encouraged. The listserve will be run by and for graduate students and postdocs at a variety of academic institutions.

Launch of the Sheffield Centre for the Study of Genocide and Mass Violence.

Building both on long traditions and current strengths in Genocide Studies, the University of Sheffield approved in June 2007 the establishment of the Sheffield Centre for the Study of Genocide and Mass Violence. Based around the offices of the of the Journal of Genocide Research and the International
Network of Genocide Scholars at the Department of History, this unique institution in the UK and beyond is devoted to the study of all aspects of mass violence in history and at the present time. Interdisciplinary in its approach, it explicitly tries to bridge the gaps between Arts and Humanities, Social Sciences and Sciences: its concerns will include topics
such as genocide and environmental change, competition for resources, and mass violence; trauma research; (post)colonialism, memory and identity politics; and prevention studies.

The Centre will coordinate research projects, support international cooperation and offer both face-to-face and distance-learning courses in genocide studies and prevention. Current projects include the Virtual Archive of Genocide, a Bibliography of Genocide and the Sheffield Digital
Lemkin, a digital edition of the hitherto largely unpublished writings of Raphael Lemkin, the founder of the UN Genocide Convention of 1948 and pioneer of Genocide Studies.

The official launch of the centre will take place on October 9th, with a public lecture by Professor Sir Ian Kershaw. All are welcome!

The Center for the Study of Law and Society invites applications for
visiting scholars for 2008-2009

The Center fosters empirical research and theoretical analysis concerning legal institutions, legal processes, legal change, and the social consequences of law. Closely linked to Boalt Hall School of Law, the Center creates a multidisciplinary milieu with a faculty of distinguished socio-legal scholars in sociology of law, political science, criminal justice studies, law and economics, legal history, and legal and social philosophy, along with visiting scholars from the United States and around the world.  U.C. Application Requirements
1. Applicants normally must possess a Ph.D. or J.D. (or foreign equivalent).
2. Applicants must submit a full curriculum vitae.
3. Applicants must submit a cover letter describing their proposed program
of research or study and specifying the time period they wish to be in
residence at the Center.  Applicants must pursue a program of research or
study which is of mutual interest to faculty members at the Center for the
Study of Law and Society.
4. Applicants must indicate the source of funding while visiting Berkeley,
e.g. sabbatical pay, scholarship, government funding, personal funds, etc.
Unfortunately, the Center cannot offer stipends or other financial
assistance. Monthly minimum requirements for foreign exchange scholars are:
$1600 per month for the J-1 scholar, $500 per month for the J-2 spouse, $200
per month for each J-2 child.

Grants for Institutions: New Funding Program at the Wenner-Gren Foundation for Anthropological Research

The Wenner-Gren Foundation is pleased to launch a new funding program, the Institutional Development Grant (IDG). The IDG is intended to strengthen (or to support the development of) anthropological doctoral programs in countries where the discipline is underrepresented. The grant provides $25,000 per year, is renewable for a maximum of five
years (total support of $125,000), and may be used for any purpose to achieve the academic development goals of the applicant department. One new award will be made each year and priority will be given to those applicant departments that have partnership arrangements with other anthropological institutions that can help them achieve their development goals.

The Institutional Development Grant has a two-stage application process; a preliminary inquiry followed by a full application. The deadline for the mandatory preliminary inquiry is February 1, 2008. If the preliminary inquiry is successful, the deadline for submission of the full application is April 1, 2008. The first award will be made in September 2008.

Our new book review editors, Leyla and Johanna, have also put together a list of recent books in postsocialist studies.  That is linked from the main webpage as well.

Also posted on the page is information about business meetings at the AAASS and the AAA.  Unfortunately, I will not be able to attend those meetings as I am due to have a baby in December, but there are some items related to the website that I would like members to discuss at the meetings.

exchange for students, researchers, journalists and others interested in
the history and current permutations of Russian right-wing thought and
politics including Slavophilism, pan-Slavism, nativism
(pochvennichestvo), Eurasianism, "Neo-Eurasianism", Black-Hundredism,
"Zionology" and other varieties of

GRANTS TO ATTEND

2008 IREX/WWC Regional Policy Symposium, “Frozen Conflicts and Unrecognized States in Southeast Europe and Eurasia”

Grants for US graduate students, pre-tenure faculty and professionals to participate in the IREX (The International Research & Exchanges Board), in collaboration with the Woodrow Wilson International Center for Scholars’ Kennan Institute (WWC) 2008 Regional Policy Symposium – Frozen Conflicts and Unrecognized States in Southeast Europe and Eurasia.

 

The research symposium, supported by the United States Department of State (Title VIII Program), will bring together junior and senior scholars and members of the policy community to examine and discuss timely topics related to the frozen conflicts and unrecognized states in Southeast Europe and Eurasia from multi-disciplinary approaches. Topics include: security and military cooperation; economic trends; environment and safety; human rights; cross-border ethnic issues; trade development; legal reform; and foreign relations.

 

Research focus areas may include: Abkhazia; Kosovo; Nagorno-Karabakh; Republika Srpska; South Ossetia; and Transnistria.

 

Junior scholars will be chosen based on a national competition to present their current research on the region. Grants will be awarded to approximately 10 junior scholars. 

 

The Regional Symposium is scheduled to take place in mid-April 2008 in the Washington, D.C. metropolitan area and will involve two full days of reviews of current research projects, roundtable discussions, and the development of policy recommendations. 

 

TECHNICAL ELIGIBILITY REQUIREMENTS:  Applicants must either be currently enrolled in an MA, MS, MBA, JD, or PhD program or have held a graduate degree for 10 years or less. Applicants who hold an academic post must be pre-tenure. Applicants must be US citizens or permanent residents.

 

GRANT PROVISIONS:  Round-trip airfare (provided by IREX through its travel office) and/or surface transportation from anywhere in the United States to the symposium site. Meals and accommodations for the duration of the symposium.

Moscow State University, Cambridge University, and the GSL Network of
Canada announce a limited remaining number of the Geocryological Map of
Russia and Neighbouring Republics, in its second English language
edition.

Data on permafrost has been collected over many decades in the former
Soviet Union and in the successor republics. This publication makes a
vast amount of detailed permafrost data available to non-Russian
speakers.

The 16-sheet, detailed map is significant to natural resource
industries, to those concerned with political, economic, social, and
environmental issues of the region, and to those contemplating
geotechnical projects in the region, as well as to map libraries,
governmental agencies, consultants, scientists, and academics.  The map
provides an impressive depth of information on permafrost and permafrost
conditions for this region.

The Second Edition enhances a number of technical points of translation
and includes color legends. The map is accompanied by translations and
detailed explanations of the terminology used.

Postdoctoral Position Available - Roberta Bondar Fellowship in
Northern and Polar Studies, Trent University

The Canadian and Native Studies program at Trent University is seeking applications for the newly created postdoctoral Roberta Bondar Fellowship in Northern and Polar Studies. This position is aimed at recent PhD recipients with research specialties in northern and polar studies, with a focus on Canada's North. The position is for a 1-year term at a salary of $42,500 CDN, plus research allowance. The candidate will be expected to reside at the university and participate in Northern Studies activities. Specific duties consist of teaching one course and two public lectures.

Postdoctoral fellowships for the study of Russia and post-soviet countries at the Havighurst Center

Postdoctoral fellowships are awarded annually by the Havighurst Center.
Fellowships are given in all areas of academic study related to Russia and other post Soviet countries, including history, politics, music, culture, art, architecture, religion, literature, and daily life.

The fellowships are designed for junior scholars of exceptional promise. Successful candidates will have the opportunity to pursue their research agenda for a calendar year with the support of a competitive salary and up to $2,000 for research support.

Fellowships are for one year, but may be renewed for a second year. Fellows normally are expected to teach four 15 week courses in the field of their primary research interest per year and to assist in developing Havighurst programs in the area of their interest. Fellows must have their Ph.D. (or Kandidat nauk) in hand by the beginning of their fellowship, and those
without native ability in English must have a demonstrated capability to lecture in English. Fellowships are open to applicants from all countries. The areas that the Center is interested in will change annually, and candidates are encouraged to contact the center directly before making an
application.

Candidates should send their curriculum vitae, a one page description of their research proposal, a description of each of the courses they would like to teach, and three letters of reference--in English--to The Havighurst Center, Fellowship Program, Harrison Hall, Miami University, Oxford, Ohio,
